Rome Investment Forum 2017. Financing Long-Term Europe

Sabato 16 dicembre u.s., il Prof. Luciano Monti, Condirettore Scientifico della Fondazione Bruno Visentini e Coordinatore, assieme al Prof. Fabio Marchetti, della Ricerca FBV “Il Divario generazionale e le nuove professioni”, è intervenuto al Rome Investment Forum 2017, promosso da FeBAF, nell’ambito della tavola rotonda “Building the future: human development, sustainability and resilience” (Roma, Scuderie di Palazzo Altieri).

In tale sede – spiega il Prof. Monti – “mi sono trovato a dibattere, in un contesto internazionale, di sviluppo, sostenibilità e resilienza nell’Europa del futuro. Il tema del futuro riservato alle nuove generazioni è stato trattato tangenzialmente da molti interlocutori sia in rappresentanza del mondo finanziario che di quello istituzionale. Non poteva che essere così visto che numerosi sono stati i richiami ad Agenda 2030 e ai suoi 17 obiettivi.
Intervenuto per ultimo, mi sono occupato specificatamente degli “ultimi” ovvero i millennials. Ultima generazione in scala genealogica (o penultima se consideriamo i nuovi arrivati, cioè i nati nel nuovo millennio, che taluni già definiscono la land generation) e ultimi nella scala sociale (rapporti Caritas e Istat).
Nel mio intervento mi sono concentrato su un aspetto particolare del divario generazionale, quello delle prospettive di reddito e ricchezza di questa generazione nei prossimi decenni, anticipando il relativo indicatore destinato a comporre il GDI (Generational divide Index), che in primavera la Fondazione Bruno Visentini presenterà in occasione del secondo rapporto sul divario generazionale.
Il reddito e la ricchezza sono chiaramente correlati ai salari molto bassi e all’occupazione instabile prevalentemente dei giovani adulti (tra i 29 e i 34 anni). Questo fenomeno non è la causa del divario generazionale, ma uno dei suoi effetti.
Qualsiasi soluzione deve essere correlata a politiche governative sistemiche, organiche e multidimensionali (dalla riforma dei processi educativi a una nuova riforma pensionistica e politiche industriali mirate).
D’altra parte, le banche e i settori assicurativi potrebbero svolgere un ruolo chiave per incidere positivamente sugli investimenti delle famiglie e sui target delle pensioni integrative. Quest’ultime stanno diminuendo in Italia e coinvolgono solo una minoranza di giovani adulti (quella fascia di età che va dai 29 anni ai 34 anni). Dal 2010 al 2014 la percentuale è diminuita di oltre 5 punti passando dal 19,4% al 13,3%, cioè meno della percentuale registrata all’inizio della crisi, nel 2008.
Queste percentuali così basse, oltre che essere la diretta conseguenza di una scarsità di reddito, sono anche il prodotto di una mancanza di incentivi rilevanti per promuovere il quadro pensionistico integrativo per i minori di 35 anni e incentivare investimenti a lungo termine di capifamiglia over 65 a favore dei loro discendenti”.

Rome Investment Forum 2017. Financing Long-Term Europe

Rome, 15-16 December 2017 (Scuderie di Palazzo Altieri) 

The Rome Investment Forum 2017 brings back together representatives of the European and global business and financial communities, regulators, policy makers and civil society. The 2017 – and fourth – edition of the Forum takes place at a turning point for Europe and the world economy. The reasons are many, and relate to a set of different and interacting coordinates: geopolitical, social, institutional, regulatory and economic.

Following the structure of the three previous editions, the conference started from discussing the state of the art of the EU policy processes, and their next steps. The Forum entered into the specific content of the Economic and Monetary Union, the prospects for the Eurozone, the implementation of financial reforms such as the Banking Union and the Capital Markets Union, the performance and evolution of the Juncker Investment Plan, and the broader role of investment for enhancing competitiveness and innovation. The final sessions of the forum provided a general view of the need for a deeper, wider, and wiser integration, within and beyond the European Union, focusing on sustainability, inclusion and resilience. If the EU proves to be able to design and implement such reforms, and national policies and business strategies support and accompany such reform efforts, there is now a unique opportunity that Europe not only will provide more stability, peace and prosperity to its peoples, but will also take its place in a shared global leadership, worthy of its history values and capabilities.
